I was raised in Italy and lived in Germany for some years. I think it varies just like anywhere. The most friendly people I have met in Europe ,where those from small towns, where everybody knows each other and they would invite you over for lunch or dinner even if they do not know you to well. In the city they seem to be a little more on the reserved part.

I don't think any place is necessarily friendlier than the other. I was treated royally by Australians when there. Parts of the US have been amazingly friendly. Canada was scary. I think it depends on the 'where' and 'when'.
